An MS Teams connection should be available for all of your users if you have allowed them to install third-party apps from the app store.
How to allow users to install third-party apps
Step 1: Open your permission policies
Click Teams apps > Permission policies
Step 2: Modify Global (Org wide default policy)
Depending on which permission policy you have added and which applies to your users, you need to select the right one to modify. Here, ”Global (Org wide default policy)” is modified:
Click on the policy you want to modify
On the next screen, under “Third-party apps,” select either:
Allow all apps
Block specific apps and allow all others
